BIS CRS (Compulsory Registration Scheme): A Practical Guide

Overview: BIS CRS (Compulsory Registration Scheme)

The Bureau of Indian Standards (BIS) is India’s national standardization body, established under the BIS Act, 2016, with regulations outlined in the BIS Conformity Assessment Regulations, 2018. BIS provides multiple certification schemes, varying by product category and type of compliance. Certifications may be voluntary or mandatory.

The major BIS certification schemes include:

  • Scheme-I

  • Scheme-II (Compulsory Registration Scheme – CRS)

  • Scheme-IV

  • Scheme-X

Compulsory Registration Scheme primarily applies to electronics, IT products, and other product categories as notified by relevant ministries. 

CRS ensures that products meet Indian standards for safety, quality, and conformity assessment before entering the market.

Who Can Apply for BIS CRS Registration in India?

Both Indian-based manufacturer and overseas manufacturer must obtain BIS CRS registration to legally operate in the market if product are covered under the notified Compulsory Registration Order.

Domestic manufacturer may submit applications directly through the BIS CRS portal, whereas foreign manufacturers appoint a local Authorized Indian Representative (AIR) to manage the registration process on their behalf.

Separate BIS CRS registrations are required for each product manufactured at different manufacturing locations.

How to Get a BIS CRS Certificate?

The CRS application process is fully online via the BIS CRS portal. It is different from Scheme-I in its digital-first approach. The process can be divided into six main steps:

Step 1: Generate Login Credentials

Foreign manufacturers must appoint an Authorized Indian Representative (AIR) before creating login credentials.

The registration form requires:
    • Manufacturing unit address & location

    • Applicant name & contact details

    • AIR details

Step 2: Generate Test Request

  • Create a test request for the product on the BIS CRS portal.

  • Select a BIS-recognized lab for testing.

  • After submitting product details, a QR code will be generated for sample tracking.

Step 3: Testing & Test Report

  • Affix the generated QR code to the product.

  • Send the sample to the selected BIS lab.

  • Labs test products per the relevant Indian Standard, usually within 30 days, and issue a test report.

Step 4: File Application

  • Submit the application on the BIS CRS portal along with the test report and supporting documents.

Step 5: Document Scrutiny by BIS

  • BIS CRS department reviews the application.

  • Any discrepancies trigger queries to the manufacturer & AIR, visible on the portal.

  • Justifications must be submitted online within the specified time frame.

Step 6: Grant of Registration Certificate

  • BIS issues the registration certificate if all requirements are met.

  • The Registration Number and Certification Mark must be displayed on the product following BIS guidelines.

Note: BIS may ask for additional documents, if considered necessary.

Labelling & Marking Requirements

The Standard Mark, as outlined in the guidelines for its use in Annexure-I of this Scheme mentioned in BIS (Conformity Assessment) Regulations, 2018, must be applied to each product, its packaging, or both.

The Standard Mark may appear in either a single colour or multiple colours, following the specifications outlined below. For multi-colour versions, adhere strictly to the designated colour scheme provided.

  • Licensees must position the Standard Mark on the product itself or its packaging—whichever is appropriate—in a way that ensures clear visibility.

  • The marking must remain readable, permanent, and resistant to removal, with its longevity complying with the relevant Indian Standard where specified.

  • Text elements like the IS number, registration number, and associated wording should use a minimum Arial font size of 6.

  • Devices featuring built-in screens can show the Standard Mark digitally (via e-labelling) instead of a physical label on the item.

BIS CRS License Validity & Renewal

Validity

  • Initial registration is valid for 2 years.

  • Renewal can be applied for 2, 3, or 5 years.

Renewal

  • Apply at least 3 months before expiry via the BIS CRS portal.

  • The licence can be extended for an additional term of at least two years but no more than five years.

Required documents for renewal:

  1. Quantity Marked (in numbers) with Self Declaration & Registration Number

  2. Name and addresses of major distributors/dealers/purchasers of the article (Production Report)

  3. Application for Renewal of Registration (Form-IX)
