What Is Italy MOCA Compliance?
MOCA is the Italian term for food contact materials and articles. It is not a single official certification that applies uniformly to every material or finished article. The phrase "MOCA certification" is often used commercially to describe a package of compliance work that may include regulatory applicability assessment, substance-status checks, necessary testing, Declaration of Compliance preparation, and supporting technical documentation.

A generic description such as "PP," "PET," or "paper and board" is not enough to complete an Italy MOCA assessment. The specific material grade, formulation, additives, manufacturing process and intended downstream food contact use must also be considered.
Is EU Compliance Enough for the Italian Market?
Not always. The EU has adopted harmonized specific measures for some food contact materials, while materials such as paper and board, rubber and stainless steel may remain subject to Italian national requirements.
Even when an EU test report is available, companies should confirm:
Whether the report covers the Italian national requirements applicable to the material;
Whether the tested grade, formulation, manufacturing process and raw-material sources match the material actually supplied;
Whether the food simulants, contact time and temperature cover the declared downstream applications;
