China NMPA Whitening & Spot-Removing Cosmetics Registration

Updated on

For global cosmetic brands planning to launch whitening, brightening, pigmentation-care, dark-spot or tone-evening products in mainland China, one of the first regulatory questions is whether the product falls within China’s freckle-removing and whitening special cosmetics category.

Under China’s cosmetic regulatory framework, freckle-removing and whitening cosmetics are classified as special cosmetics and must obtain registration approval from the National Medical Products Administration (NMPA) before domestic production or importation.

Companies unfamiliar with the broader China market-access framework can first review REACH24H’s China cosmetic registration and filing service.

However, not every product marketed internationally as “brightening,” “radiance-boosting,” “tone-evening” or “anti-dullness” will automatically be classified as a whitening cosmetic in China. The actual function, mechanism of action, formula and proposed claims should be assessed together.

REACH24H supports overseas brands, manufacturers and product owners throughout the China whitening cosmetics registration process, including product classification, formula and ingredient review, testing strategy, cosmetic safety assessment, efficacy substantiation, Chinese label review, NMPA dossier preparation, technical review responses and post-registration compliance.

Important 2026 changeCertain physical-covering whitening products may qualify for exemption from submitting specified toxicological test reports if applicable conditions are met

Special cosmetics are subject to substantive technical review rather than general filing. According to the Provisions for Registration and Filing of Cosmetics, the regulatory pathway differs fundamentally from that for general cosmetics.

The statutory technical review period is generally 90 working days, although the actual project duration will also depend on pre-submission testing, dossier preparation and whether supplementary materials are requested.

Do Brightening and Dark-Spot Cosmetics Require NMPA Registration in China?

This is one of the most important questions for international cosmetic brands.

China does not classify a cosmetic solely according to the English marketing terminology used in overseas markets.

A product described as:

  • brightening;

  • radiance-enhancing;

  • dark-spot correcting;

  • tone-evening;

  • pigmentation-care; or

  • anti-dullness

should instead be assessed based on what the product actually does and how that effect is achieved.

Product positioning / mechanismPossible China classificationKey consideration
Reduces or slows skin pigmentationLikely freckle-removing and whitening special cosmeticNMPA registration normally required
Corrects or reduces dark spots through pigmentation-related mechanismsLikely whitening / spot-removing special cosmeticFormula, mechanism and claims should be assessed together
Achieves whitening solely through physical coverageFreckle-removing and whitening special cosmeticStill requires registration; certain 2026 toxicological test-report exemptions may apply
Improves radiance mainly through hydrationMay not necessarily be a whitening cosmeticClaims should not imply pigmentation reduction unless supported by the appropriate regulatory pathway
Improves brightness through cleansing or exfoliationCase-by-caseMechanism and claim wording are critical
Uses sunscreen only to prevent tanning or UV effectsSunscreen special cosmeticSunscreen activity alone should not automatically be presented as a whitening mechanism
Uses “brightening” or “tone-evening” wording overseasCase-by-caseOverseas marketing wording should not simply be transferred to China

For products already marketed in the EU, US, UK, Japan, Korea or ASEAN markets, an existing international claim strategy therefore cannot simply be copied into the China dossier and Chinese label.

A relatively soft “brightening” claim overseas may still trigger NMPA special cosmetics registration if the formula, mechanism or consumer-facing claims indicate pigmentation reduction or whitening.

A Key Question for Global Brands

Before finalizing the China product name, packaging or claim strategy, companies should determine:

Does the product merely improve the appearance of brightness, or does it actually claim or demonstrate pigmentation reduction or whitening?

This assessment should ideally be completed before efficacy testing and packaging production, because an incorrect classification decision can affect the testing plan, registration pathway, claim substantiation and launch timeline.

2026 NMPA Update: What Changed for Whitening & Spot-Removing Cosmetics?

China introduced several measures in 2026 to optimize cosmetic registration and filing procedures.

For an overview of the major changes, see REACH24H’s analysis of NMPA cosmetic registration rule changes in 2026.

Some changes may reduce duplicate testing or documentation, but their application to whitening cosmetics depends heavily on product type, mechanism and formula.

1. Physical-Covering Whitening Products May Qualify for a Toxicological Test-Report Exemption

For spot-removing and whitening products whose efficacy is achieved solely through physical coverage, specified product toxicological test reports may no longer need to be submitted where the applicable conditions are met.

This does not mean that such products are exempt from safety requirements.

The product must still meet the applicable safety-assessment requirements, and companies should verify whether all conditions for the exemption are satisfied before relying on it.

Products achieving whitening through biological or chemical mechanisms should not assume that the same exemption applies.

2. Certain Data May Be Shared Across Similar-Formula Product Families

For qualifying products under the same registrant and brand with similar formulation systems, certain safety-related or efficacy evaluation data may be shared where the relevant similarity criteria are fulfilled.

However:

  • safety-data sharing and efficacy-data sharing are not governed by identical criteria;

  • scientific justification remains necessary; and

  • a product-specific safety assessment is still required.

This may be particularly relevant to companies planning a series of whitening, brightening or pigmentation-care products with closely related formulas.

3. Ingredient Safety Information Moves Toward Record Retention

Under the 2026 optimization measures, the way ingredient safety information is managed during registration and filing has been simplified.

Supporting ingredient safety documentation still needs to be properly retained and remain available for regulatory inspection.

For whitening cosmetics, this does not reduce the need to verify the safety, quality and regulatory suitability of functional ingredients.

4. China-First Global Launches May Benefit from Simplified Overseas Documentation

Eligible new international cosmetic products launched first in China, or simultaneously in China and other markets, may benefit from simplified documentation requirements relating to overseas marketing status.

This may be particularly useful for global brands planning China as part of an initial international launch rather than treating China as a secondary market.

5. Whitening Claims Remain a High-Attention Efficacy Category

Whitening and spot-removing claims continue to require particular attention to efficacy substantiation.

Companies should not assume that broader simplifications applicable to ordinary cosmetic efficacy claims automatically extend to whitening claims.

Before finalizing the China claim strategy, companies should review the applicable efficacy claim evaluationrequirements.

6. New Whitening Functional Ingredients Remain a Higher-Risk Category

If the finished product contains an ingredient that is new to cosmetic use in China and is intended to provide a freckle-removing or whitening function, the ingredient may need to complete new cosmetic ingredient registration before it can be used in the finished cosmetic product.

See REACH24H’s China New Cosmetic Ingredient Registration & Filing service for more information.

Companies should therefore assess the regulatory status of whitening functional ingredients before finalizing the finished-product registration strategy.

China Whitening Cosmetics Registration Process and Timeline

China whitening cosmetics registration should ideally begin before the Chinese label, test plan and commercial launch schedule are finalized.

Step 1 — Product Classification and Registration Strategy

REACH24H first assesses:

  • product function;

  • intended claims;

  • mechanism of action;

  • formula;

  • active or functional ingredients;

  • product positioning; and

  • existing overseas evidence.

The objective is to determine whether the product is:

  • a freckle-removing and whitening special cosmetic;

  • another type of special cosmetic;

  • a general cosmetic with non-whitening brightening positioning; or

  • subject to another regulatory pathway requiring further assessment.

Step 2 — Formula, Ingredient and Claim Pre-Review

The formula should be assessed for:

  • ingredient regulatory status;

  • restrictions and limits;

  • whitening functional ingredients;

  • ingredient safety information;

  • new cosmetic ingredient status;

  • quality specifications; and

  • consistency between formula and intended claims.

At this stage, overseas claim wording should also be reviewed against the China regulatory classification.

Step 3 — Testing, Safety Assessment and Efficacy Strategy

Depending on the product and applicable requirements, the project may involve:

  • microbiological testing;

  • physicochemical testing;

  • toxicological testing;

  • human safety evaluation;

  • efficacy evaluation; and

  • preparation of the cosmetic safety assessment.

Whitening products require particular attention to efficacy substantiation.

The testing strategy, endpoints, product positioning and claim wording should therefore be aligned from the beginning.

The sequence of testing is also important. If preliminary testing identifies a compliance problem, proceeding directly to later-stage human testing can result in unusable data, retesting and project delay.

Step 4 — Registration Dossier Preparation and Submission

The registration dossier should establish a consistent evidence chain covering:

Formula → Ingredient Basis → Mechanism → Safety → Efficacy → Product Technical Requirements → Label Claims

The dossier is submitted through the NMPA cosmetics registration and filing information platform.

Formal acceptance is followed by substantive technical review.

Step 5 — NMPA Technical Review and Supplementary Response

NMPA technical evaluation focuses on whether the submitted materials adequately demonstrate:

  • product safety;

  • formula rationality;

  • quality control;

  • efficacy substantiation;

  • label compliance; and

  • overall consistency of the registration dossier.

The statutory technical review period is generally 90 working days under the relevant NMPA registration provisions.

If deficiencies are identified, supplementary materials may be requested.

Additional testing or substantial dossier revisions can significantly extend the overall project timeline.

Step 6 — Approval and Post-Registration Compliance

After successful completion of technical review and regulatory approval, a special cosmetics registration certificate is issued.

The certificate is generally valid for five years.

Companies must subsequently manage lifecycle compliance issues such as:

  • renewal;

  • formula or product changes;

  • manufacturer changes;

  • Domestic Responsible Person changes;

  • label updates;

  • safety documentation;

  • efficacy documentation; and

  • post-market compliance obligations.

Typical China Whitening Cosmetics Registration Timeline

In practice, a well-prepared project commonly requires approximately 6–10 months, although actual timing depends on:

  • product readiness;

  • testing requirements;

  • formula complexity;

  • whitening functional ingredient evidence;

  • safety assessment;

  • efficacy studies;

  • NMPA technical questions; and

  • whether supplementary testing is required.

Companies should therefore avoid setting the commercial launch date solely based on the statutory review period.

Key NMPA Review Risks for Whitening Cosmetics

For whitening and spot-removing products, registration problems are rarely caused by one missing document alone.

More often, risks arise when different parts of the evidence package do not support the same regulatory positioning.

Risk AreaTypical ProblemPotential Impact
Product classificationMarketing positioning does not match the actual mechanismReclassification, dossier revision or retesting
Whitening mechanismFunctional mechanism is poorly substantiatedSupplementary technical questions
Functional ingredient evidenceSafety, quality or functional basis is incompleteSafety assessment or efficacy gaps
Quality controlComplex botanical or multi-component ingredients lack suitable characteristic controlsQuestions over consistency and quality
Testing strategyTesting sequence or test scope is inappropriateRetesting and project delay
Formula vs. claimed categoryA “physical-only” whitening product also relies on biological whitening activesClassification and evidence inconsistency
Safety assessmentSupporting data do not adequately address the finished formula and conditions of useSupplementary review or rejection risk
Efficacy substantiationEvidence does not adequately support proposed claimsClaim revision or additional testing
Chinese labelConsumer claims exceed or conflict with dossier evidenceRegistration and post-market risk

The most important principle is consistency.

NMPA should be able to trace a logical relationship from:

Product Classification → Formula → Whitening Mechanism → Testing → Safety Assessment → Efficacy Evidence → Label Claims

If one part of this chain communicates a different product story, the likelihood of supplementary review increases.

What Global Cosmetic Companies Should Check Before Submission

Before starting an NMPA whitening cosmetics registration project, companies should confirm whether:

  • the product actually falls within China’s whitening or spot-removing special cosmetics category;

  • overseas “brightening,” “dark spot” or “tone-evening” claims need to be adjusted for China;

  • every functional ingredient has an acceptable regulatory and safety basis;

  • any ingredient is a new cosmetic ingredient in China;

  • the testing plan reflects both the product mechanism and proposed claims;

  • the safety assessment, efficacy evaluation and label are mutually consistent; and

  • any 2026 simplified pathway, such as a physical-covering toxicology exemption or similar-formula data sharing, genuinely applies to the product.

Early review is particularly important because changes made after efficacy testing or packaging production can create avoidable costs and delays.

FAQ: China Whitening & Spot-Removing Cosmetics Registration

Are all brightening cosmetics classified as whitening cosmetics in China?

No.

A product that improves brightness only through hydration, cleansing or exfoliation may not necessarily be classified as a freckle-removing and whitening cosmetic.

Classification depends on the actual product function, mechanism, formula and claims.

Products implying pigmentation reduction, melanin-related effects or dark-spot correction require closer regulatory assessment.

Do dark-spot or pigmentation-care products require NMPA registration?

They may.

If a product claims or functions to reduce pigmentation, freckles or dark spots in a way that falls within China’s freckle-removing and whitening category, special cosmetics registration may be required.

Marketing terminology alone is not sufficient to determine classification.

Do whitening cosmetics require NMPA registration before import?

Yes.

Freckle-removing and whitening cosmetics are classified as special cosmetics and must obtain NMPA registration approval before domestic production or importation into mainland China.

Do physical-covering whitening cosmetics still require registration?

Yes.

Products achieving whitening solely through physical coverage remain within the special cosmetics category.

However, qualifying products may benefit from simplified toxicological test-report requirements under the applicable 2026 measures.

Companies should confirm eligibility before relying on this exemption.

How long does China whitening cosmetics registration take?

A typical project may require approximately 6–10 months, depending on:

  • testing requirements;

  • dossier readiness;

  • technical review questions;

  • supplementary responses; and

  • whether additional testing is required.

Complex formulas or new functional ingredients may extend the timeline.

Can similar whitening products share testing or efficacy data?

Potentially.

Qualifying products under the same registrant and brand with similar formulation systems may be able to share certain safety or efficacy evaluation data where the relevant regulatory conditions are met.

Scientific justification is still required, and the applicable criteria should be assessed product by product.

Can an overseas whitening product launch in China before being sold elsewhere?

Potentially yes.

Certain eligible international products launched first in China or simultaneously in China and other markets may benefit from simplified overseas documentation requirements.

The specific eligibility conditions should be assessed before submission.

Can overseas safety or efficacy data be used for China registration?

Overseas data can be useful, but regulatory acceptability should be reviewed against China’s specific:

  • testing requirements;

  • safety assessment requirements;

  • efficacy substantiation rules; and

  • product classification.

Companies should not assume that data accepted by another regulator can automatically replace China-required evidence.

What if the formula contains a new whitening ingredient?

If the ingredient is new to cosmetic use in China and is intended to provide a whitening or spot-removing function, it may itself require China new cosmetic ingredient registration before use in the finished product.

The finished cosmetic product must then complete its own applicable registration process.
