Japan simplifies the notification process for substances with previous assessment results.
On September 9, 2022, Japan's Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of Environment (MoE) jointly published the 2023 Notification Schedule for Manufacture and Import of New Chemical Substances.
As stipulated by the Chemical Substances Control Law (CSCL), businesses that intend to manufacture or import new chemical substances with a total amount of more than 1 ton/year are obliged to apply for notifications prior to manufacture or import activities. Businesses who apply for notifications should first submit preliminary examination materials:
- preliminary question sheet
- a copy of the new chemical substance card (including information such as the name of the substance or compound, chemical structure or formula, uses, etc.)
- required test reports
