On October 17, 2025, the Ministry of Health, Labour and Welfare (MHLW), the Ministry of Economy, Trade and Industry (METI), and the Ministry of the Environment (MOE) jointly issued a notification outlining the schedule for the manufacturing and import submission of small-volume new chemical substances under Japan's Chemical Substances Control Law (CSCL).
What is Small Volume Confirmation (SVE)?
Under Article 3, Paragraph 1, Item 5 of Japan’s CSCL (Law No. 117 of 1973), companies planning to manufacture or import less than 1 ton of a new chemical substance annually may apply for confirmation from the three ministries (MHLW, METI, and MOE) to be exempted from prior submission requirements. This process is known as Small Volume Confirmation (SVE).
SVE Submission Methods and Changes in 2026
The SVE system currently supports three submission methods:
Online submission via e-Gov.
CD submission by mail.
Paper submission by mail.
However, due to the transition of METI’s administrative system to the Government Shared Services (GSS) platform in 2026, online submission services will be suspended during a system upgrade scheduled between June and July 2026. Consequently, the submission schedule for 2026 has been adjusted as follows:
Only the first three submission windows have been announced.
The fourth and subsequent windows will be notified separately in June 2026.
Submission windows for 2026 have been extended by approximately five business days compared to previous years.
During the third submission window, only CD submissions by mail will be accepted.
Companies are strongly advised to prepare in advance to avoid disruptions.
The Impact on Businesses: Transition to GbizID
The transition of METI’s administrative system will significantly impact future submissions under the CSCL framework. As announced on March 12, 2025, e-Gov accounts (Submitter Codes) used for electronic submissions of SVE, Low Volume Exemption (LVE), and Performance Reports for intermediates will be discontinued in 2026. Moving forward, GbizID will replace e-Gov accounts for all related submissions.
