Overview
According to Japan's Chemical Substances Control Law (CSCL) (Law No. 117 of 1973), when producing or importing new chemical substances that require a Determination Notification, a prior review of the substance's properties is necessary. This primarily applies to two types of declarations: Regular Notification (annual activity volume ≥ 10 tons) and Low Volume Exemption (LVE) Notification (annual activity volume 1-10 tons). The Japanese authorities have recently announced the corresponding window periods in 2026.

*¹ The submission deadline for each window period is 15:00 Japan time (14:00 China time). If the submission is made after this time, it will automatically be processed in the next window period.
Required Documentation
For general notifications, which require data, both Regular Notification (annual activity volume ≥ 10 tons) and Low Volume Exemption (LVE) Notification (annual activity volume 1-10 tons) require prior official review. After a successful review, the authorities will send a Determination Notification to the respective applicant.
The relevant documents are submitted in two steps, corresponding to the two deadlines in the window periods mentioned above. The prior review documents are submitted online and mainly include the new chemical substance card, corresponding experimental reports, etc. After official approval, a notification will be issued requesting the submission of the next step's application form. The application form needs to be submitted offline via mail, primarily containing the applicant's basic information and usage-related documents.
