South Korea Proposes New Chemical Restrictions: Methylene Chloride, Lead Compounds, and Chrysotile Under Review

On October 16, 2024, South Korea's Ministry of Environment (MoE) announced through Notice No. 2024-612 that it is seeking public input on proposed changes to the Designation of Restricted and Prohibited Chemicals. The consultation, which concluded on the same date, aims to update the list based on hazard assessments conducted under K-REACH.

Proposed Changes


  1. Methylene Chloride:

  • Proposed to be added to the Restricted Chemicals List (Given No. 06-5-14).

  • This includes mixtures containing 0.1% or more.

  • Its use will be banned in household cleaning agents, aerosols, and paint removers for household, construction, and furniture applications.

  • Lead Compounds:

    • The current listing for lead (Given No. 06-5-8) will expand to include "lead and lead compounds, and mixtures containing 0.009% or more."

    • The use of lead in paints will be prohibited, except for specific applications in aircraft and military supplies.

  • Chrysotile:

    • Currently listed as a restricted chemical (Given No. 06-5-7), chrysotile and mixtures containing 1% or more will be moved to the Prohibited Chemicals List (Given No. 06-4-27).

    • If adopted, it will be banned from manufacturing, importing, selling, storing, transporting, and using.
