News Brief
The European Chemicals Agency (ECHA) announced on June 25, 2025 (Helsinki Time), the official inclusion of three new hazardous chemical substances in the Candidate List of Substances of Very High Concern (SVHC) under the REACH Regulation. This update brings the total number of entries on the SVHC List to 250. The newly added SVHC substances are as follows:
Substance Name | EC Number | CAS Number | Reason for Listing | Common Uses |
1,1,1,3,5,5,5-heptamethyl-3-[(trimethylsilyl)oxy]trisiloxane | 241-867-7 | 17928-28-8 | Highly Persistent and Highly Bioaccumulative Substance | Used in laboratory reagents, cosmetics, personal care products, and fragrances and perfumes |
Decamethyltetrasiloxane | 205-491-7 | 141-62-8 | Highly Persistent and Highly Bioaccumulative Substance | Used in cosmetics, personal care products, lubricants, greases, and automotive care products |
Reactive Brown 51 | 466-490-7 | Not Assigned | Reproductive Toxicity | Used in textile treatment products and dyes |
1,1,1,3,5,5,5-heptamethyl-3-[(trimethylsilyl)oxy]trisiloxane and decamethyltetrasiloxane are two common linear siloxanes known for their excellent lubricity, low surface tension, good spreadability, and stability. These siloxanes are widely used as conditioning agents, emollients, solvents, or carriers in cosmetics and personal care products, such as skin creams, hair conditioners, antiperspirants, and makeup. Their unique structure results in high persistence and bioaccumulation, making them resistant to environmental degradation and prone to accumulation in organisms. As a result, they have been added to the SVHC List. Reactive Brown 51 is a complex azo reactive dye with good water solubility and adhesion properties. It is primarily used in textile treatment products and textile dyeing. Studies suggest that this substance may pose potential risks of human reproductive toxicity, warranting its inclusion in the SVHC List.
REACH24H Tips
Reach24H Consulting Group advises that manufacturers or importers of products intended for the European market containing any of the newly added SVHC substances are required to comply with the SVHC-related obligations under the REACH Regulation by December 25, 2025 (within six months of their inclusion in the list).
