Why the Lead Registration Required More Than an EU REACH Dossier

KKDIK—often referred to as Turkey REACH—covers the registration, evaluation, authorization and restriction of chemicals. Although its framework and data requirements are closely aligned with EU REACH, an existing EU REACH dossier cannot simply be copied into a KKDIK submission.

The project required attention to three connected areas.

Coordinating the Technical Basis for Joint Submission

A lead registration carries responsibilities beyond preparing an individual company's submission. Where several manufacturers or importers register the same substance, the substance information exchange forum, known in Turkey as MBDF, provides the framework for selecting a lead registrant and coordinating registration work.

This involves test data, rights to use those data, data-sharing arrangements and cost allocation. The lead dossier also identifies joint submission members and provides the basis for them to proceed with their respective registration submissions.

Reviewing Existing Data and Rights of Use

EU REACH data can provide a starting point for KKDIK registration, but their suitability must be assessed for the Turkish dossier. This includes checking substance identity, data ownership and authorization to use the data, then organizing the information for KKDIK data fields and the KKS system.

Differences in substance composition, data sources or rights of use can create inconsistencies within the dossier. Addressing these issues is part of preparing a coherent submission and supporting subsequent member registrations.

Meeting Turkish Documentation and Submission Requirements

KKDIK registration is handled through KKS and involves Turkish-language documentation and requirements for a Chemical Assessment Specialist, known as KDU.

The technical work therefore needs to connect data adaptation, KKS field mapping, dossier preparation, specialist review and submission. These steps should be planned together so that the technical content is suitable for the local registration process.

How REACH24H Supported the Project

REACH24H undertook the technical work for the lead registration, from reviewing the substance information through to following the project's progress until a formal registration number was obtained.

The work covered:

1. Defining the registration approach: Reviewing substance information and the applicable registration route to establish the technical scope of the lead dossier.

2. Assessing and adapting the available data: Checking data applicability, organizing the supporting information and adapting it for the Turkish submission.

3. Preparing the lead dossier: Developing the technical documentation in line with KKDIK and KKS requirements.

4. Coordinating local technical requirements: Bringing together Turkish-language materials, KDU requirements and the system submission process.

5. Following the technical workflow: Tracking project progress through to receipt of the formal registration number.

This work required consistency across substance identity, data-use rights, data completeness, registration roles and submission requirements. Translation was one part of that process.

Outcome: A Formal KKDIK Registration Number

Following completion of the lead registration technical work, the project obtained a formal KKDIK registration number.

The lead dossier also provided a procedural and data basis for joint submission members registering the same substance to proceed with their own submissions. Details of the members and subsequent data-sharing arrangements are not disclosed.

The result represents an early example of REACH24H's KKDIK lead registration experience. Each project nevertheless has its own substance identity, tonnage, hazard classification, data availability, rights of use and joint submission status. This case does not constitute a commitment on the outcome or completion time of another registration project.

What Chemical Suppliers Can Learn from This Case

For manufacturers, exporters and regulatory teams planning KKDIK registration, the case highlights five practical considerations:

• Check EU REACH data before planning reuse. Confirm that the data cover the substance concerned and that the rights of use extend to the intended KKDIK submission.

• Clarify the registration arrangements early. Establish substance identity, annual tonnage, the registering entity, MBDF participation and lead registrant status.

• Include joint submission coordination in the project plan. Data sharing, cost allocation and member coordination can affect progress alongside dossier preparation.

• Plan for Turkish technical requirements. Allow for KKS preparation, Turkish-language documentation and KDU involvement.

• Use the current regulatory timetable. Plan full registration and subsequent maintenance against the requirements applicable to the substance and supply chain.
