In the session "Global Reformation of Regulation," Kiefer, alongside professionals Dr Piyatida Pukclai, Regulatory Policy Manager at Knoell, and Alexandre Quesada, Executive Director/CEO of SmartTox Consulting Company, engaged in a panel discussion moderated by AgriBusiness Global Editor Renee Targos. The discussion touched upon the progress of regulatory harmonization among agencies worldwide.
Addressing the state of harmonization among regulatory agencies, Kiefer noted that significant advancements are yet to be made apart from maximum residue limits. He highlighted the impact of the Pesticide Registration Improvement Act of 2022 (PRIA 5) in the United States, which governs the registration process and provides guidelines for pesticide registration service fees and timelines.
While acknowledging the challenges of harmonization, Kiefer discussed China's unique approach to registration. He emphasized that the recognition of OECD reports by Chinese authorities could significantly reduce testing time for foreign companies. However, he noted that China still has a long way to go in accepting OECD GLP reports.
The panel explored the diverse requirements and costs of registering agrochemical products in different countries, with a particular focus on China. Notably, China's regulatory body, ICAMA, does not charge an evaluation fee.
He introduced, China recently introduced a draft amendment to enhance the pesticide management system, marking the first major revision since 2017. The amendment introduces new requirements for OECD-GLP report acceptance, pesticide registration and evaluation management, and authorization of registration data, aiming to improve the clarity and efficiency of China's pesticide regulatory processes.
