Navigating the Halal Certification Process in Indonesia: A Guide for Global Enterprises

Introduction

Based on Government Regulation No. 42 of 2024 on the Implementation of Halal Product Assurance, halal certification for all food, beverages, traditional medicines, quasi-medicines, health supplements, cosmetics, chemicals, GMO products, and consumer goods officially began on October 17, 2021, and must be completed by October 17, 2026.

Failure to comply by this date may result in products being prohibited from entering the Indonesian market.

Below, we break down the critical steps, necessary documentation, and service-level agreement (SLAs) you need to know to secure your Halal certification process.

Identify Your Application Pathway

Importing enterprises can pursue certification through one of two distinct routes depending on their current certification status:

  • Regular Pathway: for enterprises without Halal certification or with certificates not yet recognized under an MRA with BPJPH.

  • Foreign Halal Certificate Registration Pathway: for enterprises with Halal certificates issued by foreign Halal Bodies recognized under an MRA with BPJPH.

Prepare the Documentation

Applications are submitted by the importer or official representative in Indonesia through the SIHALAL system.

Required Documents

Regular Pathway

Foreign Halal Certificate Registration Pathway

Halal Certificate Application Letter.

Application letter for registration of the foreign Halal certificate.

Business Identification Number (NIB) of the importer or representative.

Business Identification Number (NIB) of the importer or representative.

Halal Supervisor documentation:

  • Appointment of Halal Supervisor Letter

  • Copy of ID Card

  • Curriculum Vitae

  • Halal Supervisor Training Certificate

Appointment letter/ contract granting authority to the Indonesian representative, including Halal Supervisor documentation.


Matrix or list of products and ingredients used.

A legalized copy of Foreign Halal Certificate for the relevant product(s).


Product Processing Flow Documents.


List of goods to be imported, with Harmonized System (HS) codes.

Evidence of Halal Assurance System (SJPH) implementation, including:

  • Commitment and Responsibility.

  • Materials and the supporting documents for the   materials.

  • Halal Production Process.

  • Product and Traceability Capability.

  • Monitoring and Evaluation.


Declaration letter of authenticity and validity of documents.

Note: Non-English documents must be accompanied by a certified English translation.

Halal Certification Process and Timeline / SLA under GR No. 42 of 2024

Regular Pathway – Imported Products

Under GR No. 42 of 2024, the halal certification process for imported products is subject to defined service timelines of approximately 28–43 working days, with the following breakdown:
