GreenScreen, ChemFORWARD and LCA: Choosing Tools for Chemical Substitution

Updated on

CHEMICAL SUBSTITUTION INSIGHT

Use GreenScreen or ChemFORWARD when you need chemical hazard evidence; add life cycle assessment (LCA) when differences in production, dosage, energy use or end-of-life treatment could change the environmental comparison. For chemical substitution, companies may need chemical hazard assessment together with LCA to evaluate both the candidate substance and its use in a defined product system.

At CRAC Singapore 2026, REACH24H Regulatory Affairs Consultant Yvonne Zhang explored this broader approach in her presentation, Development of Alternative Chemical Assessment Tools in the Context of Green and Sustainable Transition. For manufacturers, formulators and procurement teams, the practical task is to select the evidence needed before committing to a new ingredient, material or process. REACH24H supports this work as a Licensed GreenScreen® Profiler, GreenScreen Certified® Reviewer and ChemFORWARD Qualified Assessor, with additional services for LCA and broader alternatives assessment.

How to Choose Tools for Chemical Substitution

A restricted substance list can identify ingredients that need attention. It cannot, by itself, establish which replacement will perform better. An alternative may introduce different toxicity concerns, require more energy during use or change waste-treatment requirements.

Match the assessment to the decision:

  • A customer specifies a program: confirm the applicable standard, product scope and required evidence first.

  • You need to compare chemical hazards: consider GreenScreen or ChemFORWARD, taking account of the evidence recipient's requirements and available assessment data.

  • Alternatives change production, dosage, energy use or waste treatment: add LCA to examine environmental trade-offs.

  • You need to evaluate actual-use risk: combine hazard information with exposure and operating conditions.

Then define:

  • The function: what the chemical does and the performance that must be retained.

  • The application: the formulation, process, users and potential exposure routes.

  • The evidence recipient: an internal R&D team, customer, procurement program or certification scheme.

  • The decision criteria: hazard concerns, regulatory eligibility, environmental impacts, performance and cost.

A buyer requesting a particular assessment creates a different starting point from an R&D team comparing several technically feasible candidates. Clarify the requested program and applicable criteria before commissioning work.

GreenScreen, ChemFORWARD and LCA: What Each Adds

ApproachMain QuestionTypical Evidence or OutputImportant Boundary
GreenScreen® for Safer ChemicalsWhat hazards does the chemical present, and how does its profile compare with alternatives?Hazard summary, Benchmark score where assignable, supporting assessment reportA chemical assessment is distinct from GreenScreen Certified® product certification
ChemFORWARDWhat verified hazard information is available, and how can it support ingredient selection and supply-chain decisions?Chemical hazard assessment, hazard ratings and shared assessment dataA chemical assessment is distinct from the SAFER™ Verified raw-material program
LCAHow do alternatives affect environmental impacts across a defined life cycle?Impact-category results, contribution analysis and interpretationResults depend on the study scope, functional unit, inventory data and assumptions

The strongest choice may be a combination. Use hazard evidence to assess the candidate chemical, then add life cycle evidence where differences in production, use or end-of-life management could change the decision.

When GreenScreen Is Useful

GreenScreen® for Safer Chemicals provides a structured hazard profile and Benchmark score to support comparison. The underlying findings and data gaps matter as much as the headline score. Missing data represent uncertainty, not evidence of low hazard. Data gaps can affect the Benchmark or prevent one from being assigned.

For an initial screen, the GreenScreen List Translator™ uses specified hazard lists to flag concerns. List-based screening is not a full GreenScreen assessment, and the absence of a high-concern flag does not establish that a chemical has a preferred Benchmark.

Use a full assessment when the project needs a detailed chemical hazard comparison or a customer requires that evidence. REACH24H's GreenScreen assessment and certification services cover screening, chemical assessments and product review within the relevant program scope.

When ChemFORWARD Is Useful

ChemFORWARD's assessment system combines assessments by qualified firms, independent toxicological verification and shared chemical hazard data. It can help companies obtain and communicate hazard evidence across a supply chain.

Check whether an existing assessment covers the relevant chemical identity and whether its data are suitable for the proposed decision. If evidence is missing, a new assessment may be needed.

For raw-material suppliers, SAFER™ Verified provides a separate route to communicate assessed material information to customers. A chemical hazard rating should not be presented as a SAFER designation for an unassessed commercial formulation. REACH24H provides ChemFORWARD chemical and raw-material assessment support.

When LCA Adds Value

LCA examines resource inputs, energy use, emissions and waste within a defined system and translates relevant flows into potential environmental impacts. ISO 14040 establishes its principles and framework, including goal and scope definition, inventory analysis, impact assessment and interpretation.

In chemical substitution, LCA is useful when candidates differ in production routes, required dosage, process energy, service life or disposal. A lower-hazard solvent, for example, may change the cleaning temperature, drying time or amount consumed.

Compare equivalent functions. A comparison per kilogram may be inadequate if one alternative requires a different quantity to achieve the same result. Define the required function, system boundary and assumptions before interpreting which option performs better.

LCA can include toxicity-related impact categories, but these do not provide the same evidence as a detailed chemical hazard assessment. Similarly, a favorable hazard profile does not establish lower life cycle environmental impacts.

Why a Better Hazard Rating Is Only Part of the Decision

Chemical hazard assessment identifies intrinsic hazards; risk assessment considers exposure in the intended use; LCA evaluates potential environmental impacts across a defined product system.

Yvonne Zhang's presentation compared dichloromethane with candidate cleaning solvents and examined DEHP against alternative plasticizers through a life cycle lens. Together, the examples illustrate why substitution involves several dimensions.

For a solvent, the review may need to address hazard differences, flammability, exposure during use and cleaning performance. For a plasticizer, functionality and life cycle impacts may also influence the decision.

A candidate is not a universal replacement because it performs well in one assessment. Its suitability depends on the formulation, operating conditions and intended use. Likewise, a favorable result in one environmental impact category does not establish an advantage in every category.

Hazard Benchmarks, ChemFORWARD ratings and LCA indicators should therefore retain their original meaning. Do not convert them into a single interchangeable safety score or assume that one program's rating automatically satisfies another program's criteria.

Build an Evidence Plan Before Changing the Formulation

An efficient assessment starts with a defined shortlist and a clear description of the evidence required. Assemble chemical identities, composition information, existing assessments and relevant supplier data before requesting further work.

Project SituationFirst Evidence to ReviewAdditional Work to Consider
A customer requests a named assessment or certificationExact program, product scope and current criteriaGap analysis and the required chemical assessment or product review
R&D is comparing candidate ingredientsIdentity, hazard evidence and technical functionComparative hazard assessment, exposure review and performance evaluation
Alternatives change dosage, energy use or waste treatmentProcess data and equivalent functional performanceLCA to examine environmental trade-offs
Suppliers provide incomplete or confidential composition dataDisclosure needs and available supporting evidenceAn agreed confidential information-sharing process and targeted gap resolution

Keep legal requirements as a separate workstream. An assessment or voluntary certification does not replace applicable chemical, product or workplace obligations. Check market-specific restrictions and intended-use requirements before implementation.

Document the selected option, unresolved uncertainties and conditions supporting the decision. Revisit the assessment when the formulation, supplier, process or customer requirements change.

How REACH24H Can Help

Work with a qualified team to define the assessment scope, review supplier data and prepare evidence for your substitution or customer requirements. REACH24H holds the following program-recognized qualifications:

These are distinct roles. The Profiler qualification supports GreenScreen chemical assessments; the Reviewer role covers product review under applicable certification standards; and ChemFORWARD qualification supports assessments within its system. REACH24H conducts the applicable assessment or product review; certification and designation decisions follow the relevant program's procedures.

REACH24H can help turn project requirements into an assessment plan and usable evidence:

  • Select the assessment scope and prepare hazard evidence: GreenScreen List Translator screening, GreenScreen and ChemFORWARD assessments, and supporting reports for the agreed project.

  • Prepare product and raw-material review evidence: GreenScreen Certified product review and ChemFORWARD SAFER assessment support, including supplier data coordination.

  • Compare alternatives beyond hazard ratings: LCA and agreed safety, sustainability and socio-economic assessment scopes.

  • Apply findings in supply-chain chemical management: restricted substance lists, preferred ingredient lists and internal chemical hazard databases.
