The UK Chemical Industry: Today’s Landscape and Challenges
The UK chemical industry contributes approximately £12 billion annually to the economy, directly employing 100,000 people and indirectly supporting 162,000 jobs.

Substantially Increase the Volume of POPs Destroyed: By 2030, significantly increase the destruction volume of POPs through compliance activities such as waste sampling, testing, and destruction.
Zero PCB Emissions: Achieve zero emissions of PCBs through enforcement and decontamination measures by the end of 2025.
Highlights of UK REACH Reform
As a core initiative under EIP goal 4, the UK REACH regulatory reform is set to be completed by December 2028, aiming to streamline the regulatory framework, expedite the implementation of environmental and health protection measures, and promote regulatory alignment with the EU and other major trading partners.
The reform will introduce a hazard-based control mechanism, more efficient restriction procedures, and stricter inspection and penalty systems.
Additionally, the government will publish an annual UK REACH Work Plan, outlining priority regulatory areas for the year, offering businesses clear and predictable compliance guidance and support. Regular updates to the Substances of Very High Concern (SVHC) list will further drive the chemical industry towards green, circular, and sustainable development.
