U.S. EPA Issues Clarification on MyPeST Submission Requirements for Bilingual Pesticide Labels

Background: PRIA 5's Bilingual Labeling Mandate

According to the PRIA 5 requirements, certain end-use pesticide products must provide Spanish translations of key label sections to ensure that pesticide users have access to critical safety and use information. The bilingual labeling requirement will be implemented in phases from 2025 to 2030, with different categories of products gradually becoming subject to compliance requirements based on their use patterns and toxicity classifications. Among them, restricted use pesticides (RUPs) and Category I acute toxicity products will be prioritized for implementation.

According to US EPA requirements, Spanish translations must be provided in a manner that allows users to easily access the information, including:

• Directly printed on the product container label; or

• Provided electronically through methods such as QR codes, ensuring that users can conveniently access the translated label information.

MyPeST Tracking: Confirm Bilingual Labeling Compliance

Although the US EPA will not systematically review the Spanish translations, under PRIA 5, the Agency must develop, implement, and make publicly available a plan for tracking the adoption of bilingual labeling. Currently, the US EPA has launched the bilingual labeling compliance confirmation functionality in the MyPeST system, requiring registrants to confirm the compliance status of each product. The specific requirements are as follows:

• Products that include bilingual labeling: Registrants need to check the confirmation box on the corresponding product page in MyPeST, declaring that the product complies with the bilingual labeling requirements.

• Products not required to include bilingual labeling: If the product is not currently released for shipment, registrants can select the corresponding option (checking a separate box) in MyPeST to indicate this.

Additionally, for products that have completed bilingual labeling compliance and have posted the label information online, registrants may voluntarily submit the bilingual labeling URL. The US EPA will publish these URLs on its official website to make them publicly accessible, thereby increasing public search convenience and labeling transparency.

To ensure the orderly implementation of bilingual labeling requirements, the US EPA has established a phased compliance schedule. Registrants must confirm their product compliance status in the MyPeST system in accordance with the specified deadlines after completing product label compliance.
