MEP Publishes 2011 China Environmental Condition Bulletin

Compilation of Master Plan

Accomplished the compilation of the "Second Five-Year Plan of Pollution Prevention of Persistent Organic Pollutants of National Major Industries" and the "Second Five-Year Plan of Prevention and Control of Chemicals Environmental Risk" (Public Consultation). Guided the Local government to compile the Provincial Plan of Prevention and Control of Persistent Organic Pollutants and report to the Ministry of Environmental Protection for record.

Policy Construction

Compiled the "Measures on the Administration of Environmental Registration of Hazardous Chemicals" (Apply for Approval); Ministry of Environmental Protection (MEP) and General Administration of Customs (GAC) jointly published the " Catalog of highly toxic chemicals severely restricted to be imported to/exported from China" (2012); Published the "Technical Requirements for the Identification Information used in the Notification of New Chemical Substances" (On Trial); Repealed the "Notice on the supplementation procedure of chemical substances included in IECSC before the enforcement of MEP Order No 7"; Organized the compilation of policy documents to strengthen the environmental protection in the chemical industrial park; strengthened the administration of testing institutes and published the "Measures on the Administration of Chemical Testing Qualified Laboratories".

Approval of Chemicals

In 2011, MEP approved 72 new chemical substance regular notification certificates and 4,567 simplified notification certificates and 73 scientific research record notification; Reviewed 291 environmental management certificates for imported toxic chemicals and 2974 applications for environmental management Clearance of the imported/exported. Strictly implemented the "report before approval" procedure, according to the requirements from "Report before approval procedure from the Rotterdam Convention for certain hazardous chemicals and insecticides in international trade" and responded to EU with 138 export notices.

Prevention and Control of Persistent Organic Pollutants

Implemented the " Guidance to strengthen the pollution prevention of dioxin". Released the Assignment Break-down Table, conducted inspection on the installation of high-efficiency dust removal equipments for priority industries discharging dioxin. Implemented the policy of statistics summary report for persistent organic pollutants. Established initially the long-term effective mechanism on the persistent organic pollutants.

Prevention and Control of Mercury

Published "Notice on the strengthening of prevention and control of mercury pollution from PVC manufactured from calcium carbide process and other relevant industries", organized the investigation and evaluation of mercury pollution discharge condition nationwide.
