India Further Delays BIS QCOs on PVC, PP to December 2025 Amid Regulatory Revisions

In June 2025, India’s Department of Chemicals and Petrochemicals (DCPC) released a number of Quality Control Amendment Order, which further delays the implementation of QCOs for certain poly vinyl chloride (PVC) and polypropylene(PP) products. The latest implementation date and corresponding Indian Standards for these products are shown below:

On June 11, 2025, DCPC also published Polyethylene Material for Moulding and Extrusion (Quality Control) Amendment Order, 2025. The QCO for Polyethylene Material for Moulding and Extrusion started to take effect in 2022 and was amended in 2024, which introduced the provisions for exemption for various types of PP materials. The 2025 amendment make further adjustments for products exempted from QCOs by omitting one category and adding one category. The latest exempted products are listed below:

  • Low Density Polyethylene Extrusion (LDPE) Coating;

  • Low Density Polyethylene (LDPE) Film Grades (Blown/ Cast) or Pharma;

  • Linear Low Density Polyethylene (LLDPE) Hexene/ Octene Grades;

  • Metallocene Polyethylene Grades;

  • Base Resins of Power Cable, Jacketing and other applications;

  • Compounds for Cable Jacketing/ Sheathing/ Polyethylene-80 and Polyethylene-100 (Black and Pigmented)/ Reinforcement Fillers);

  • High density polyethylene for pharmaceutical moulding EP /USP grade CAS No.25087-34-7 for manufacturing of Disposable Hypodermic Syringes plunger and IV Catheter/cannula

The QCOs do not apply to chemicals intended for export only. The chemical products conforming to the requirements of the Orders shall bear the Standard Mark under the Grant of License by the Bureau of Indian Standards. Any person who contravenes the provisions of the Orders shall be punished according to the Bureau of Indian Standards Act (BIS Act), 2016.
