The new guidelines align with existing regulations such as China RoHS 2.0 and GB 24427-2021, which mandate the reporting of substances exceeding established concentration limits. The declaration applies to substances prohibited, restricted, or requiring labeling under Chinese regulations. This includes lead, mercury, cadmium, hexavalent chromium, and certain brominated flame retardants. Manufacturers must report HS/HSG concentrations that exceed the specified threshold levels and ensure declarations are consistent throughout the supply chain. For exports, compliance with overseas regulations like EU REACH, RoHS, and other international standards is also necessary.
