Background

The Philippines' Toxic Substances and Hazardous and Nuclear Wastes Control Act (Republic Act No. 6969) was enacted and implemented in 1990. Its core framework consists of three aspects:

  1. The Philippines Inventory of Chemicals and Chemical Substances (PICCS) serves as the basic list to distinguish between existing and new chemical substances;

  2. The Priority Chemicals List is used to identify high-risk substances;

  3. The most stringent Chemical Control Orders (CCOs) impose prohibitions and restrictions on specific substances.

In response to the stringent regulatory environment in the Philippines, we will host a webinar on April 7, 2026, to provide insights into the country’s chemical regulatory framework and recent developments.
