Background
The Philippines' Toxic Substances and Hazardous and Nuclear Wastes Control Act (Republic Act No. 6969) was enacted and implemented in 1990. Its core framework consists of three aspects:
The Philippines Inventory of Chemicals and Chemical Substances (PICCS) serves as the basic list to distinguish between existing and new chemical substances;
The Priority Chemicals List is used to identify high-risk substances;
The most stringent Chemical Control Orders (CCOs) impose prohibitions and restrictions on specific substances.
