The new Vietnam Chemicals Law (Law No. 69/2025/QH15), enforced from January 1, 2026, marks a pivotal shift in the country's regulatory framework. Replacing the 2007 law that was in place for nearly two decades, this legislation transitions Vietnam from a traditional administrative licensing system for hazardous chemicals to a comprehensive, life-cycle-based risk management approach.

Mr. Do Thanh Bai is the President of the Vietnam Responsible Care Council (VRCC), which operates under the Chemical Society of Vietnam (CSV). He has a background in Chemistry and Environment, holding Ms. degree of Chemistry (in Vietnam) and Environment (in Sweden).

With over 40 years of professional experience, Mr. Bai has worked extensively in the fields of chemical risk management and hazardous waste management. In recent years, he has been deeply involved in the chemical management and environmental laws and regulations in Vietnam. As President of the Vietnam Responsible Care Council, Mr. Bai has actively participated in various activities of RCLG and APRO over the past 15 years, with a particular focus on GHS implementation, chemical risk management, and regulatory advocacy.
