K-BPR CONSUMER CHEMICAL PRODUCT CASE STUDY

REACH24H completed a consumer chemical product notification project under South Korea's K-BPR in just over three months, supporting the client's access to the Korean market. The case highlights the importance of connecting product classification, designated-laboratory testing, timely filing and labeling preparation.

South Korea      Consumer chemical product notification      Project duration: just over three months

The Challenge: Connecting Each Step of Korean Market Entry

For manufacturers and exporters, the first challenge is identifying whether a product falls within the consumer chemical product requirements under the Consumer Chemical Products and Biocides Safety Control Act (K-BPR). Product classification determines the applicable compliance pathway and the information needed before market entry.

The notification process also requires coordination between testing, application documents and Korean labeling. Preparing these elements together helps applicants address inconsistencies and respond to requests for supplementary information.

Project Outcome: Notification Completed in Just Over Three Months

REACH24H successfully completed the client's K-BPR notification project, helping the client progress into the Korean market. The reported duration of just over three months is specific to this project; other projects require their own assessment of product scope, testing and documentation readiness.

The outcome concerns consumer chemical product notification. Companies supplying biocidal active substances, biocidal products or treated articles should assess the requirements applicable to those pathways separately.

Four Practical Lessons for Consumer Chemical Product Notification

1. Confirm Product Scope Before Planning the Application

Products may fall within K-BPR requirements even when suppliers are unfamiliar with the applicable category. Review the intended use, composition and proposed claims early so that the testing and application plan follows the appropriate pathway.

2. Coordinate Testing at a Designated Institution

For products following the safety-standard verification and notification pathway, verification is carried out by a designated testing and inspection institution. Article 5 of the K-BPR Enforcement Decree sets out the relevant application and reporting procedure. Confirm sample preparation, supporting documents and applicable test methods before testing starts.

3. Prepare for the 30-Day Filing Window

Under Article 5(3) of the Enforcement Decree, the reporting party must submit the safety-standard conformity notification form and accompanying documents within 30 days of receiving notification of the verification result. Prepare the submission package in advance so that receipt of the result can be followed by timely filing.

4. Review Korean Labels and Packaging Early

Article 10(8) of the K-BPR Act requires specified product information to appear in Korean on the product or packaging. Relevant items include the product name, manufacturer or importer details, specified chemical information, quantity and precautions for use.

The label review should also address applicable safety-confirmation information, emergency measures and any product-specific packaging requirements, including child-resistant packaging where applicable. Prepare label artwork alongside application materials to keep product information consistent.
