China New Cosmetic Ingredient Notification

Under China's cosmetics regulatory framework, new cosmetic ingredients must complete registration or notification before they can be used in cosmetic products placed on the Chinese market. For overseas ingredient manufacturers, successful notification requires not only a sound understanding of regulations, but also a technically sound dossier covering ingredient identity, composition, quality control, safety assessment, and supporting data. Furthermore, current regulations mandate that overseas NCI notifiers appoint a China-based legal entity to act as their domestic "Responsible Person" (RP), which assumes full responsibility for the ingredient's registration, notification, and post-market safety monitoring and compliance management.

To help global enterprises navigate China's evolving regulatory landscape, REACH24H offers full-process support for China new cosmetic ingredient registration and notification, including:

  • Regulatory status confirmation and compliance pathway assessment;

  • Ingredient naming, identity, composition, and structural characterization support;

  • Technical dossier preparation and gap analysis;

  • Toxicological data review and safety assessment support;

  • Submission support and post-notification compliance management.

In addition to these core technical and consulting services, REACH24H now provides full domestic "Responsible Person" (RP) services for NCIs, offering overseas ingredient companies a seamless, one-stop guarantee for compliant operations and robust post-market stewardship in China.
