CHINA PESTICIDE REGULATORY UPDATE
On August 5, 2026, the Department of Agricultural Product Quality and Safety Supervision under China's Ministry of Agriculture and Rural Affairs (MARA) released a compilation of banned and restricted pesticides alongside lists concerning veterinary drugs. The pesticide section identifies 60 pesticides prohibited from use and 20 subject to crop-specific or other use restrictions. The release brings together existing controls to guide agricultural producers and operators in the lawful use of pesticides.
The compilation follows MARA Announcement No. 1039, dated July 13, 2026, which consolidated the national list of 60 banned pesticides for regulatory enforcement. These publications summarize restrictions introduced through successive regulatory measures; they do not represent 60 newly imposed bans.
60 Pesticides Prohibited from Use
Announcement No. 1039 explains that China has progressively phased out highly toxic and high-risk pesticides to protect agricultural product quality, human and animal health, and the environment. The August compilation reproduces the same 60-entry banned-use list.
The complete list is presented below in the order used in Announcement No. 1039. Some entries cover groups of compounds or preparations rather than individual active ingredients.
| No. | Pesticide | No. | Pesticide | No. | Pesticide |
|---|---|---|---|---|---|
| 1 | HCH | 21 | Isazofos | 41 | Ethametsulfuron-methyl |
| 2 | DDT | 22 | Methamidophos | 42 | Metsulfuron-methyl |
| 3 | camphechlor | 23 | Parathion | 43 | Asomate |
| 4 | DBCP | 24 | Parathion-methyl | 44 | Urbacide |
| 5 | Chlordimeform | 25 | Monocrotophos | 45 | Methidathion |
| 6 | Ethylene dibromide (EDB) | 26 | Phosphamidon | 46 | 2,4-D-butyl |
| 7 | Nitrofen | 27 | Chlordane | 47 | Paraquat |
| 8 | Aldrin | 28 | Mirex | 48 | Dicofol |
| 9 | Dieldrin | 29 | Hexachlorobenzene | 49 | Endosulfan |
| 10 | Mercury preparations | 30 | Fenamiphos | 50 | gamma-HCH |
| 11 | Arsenic compounds | 31 | Fonofos | 51 | Sulfluramid |
| 12 | Lead compounds | 32 | Phosfolan-methyl | 52 | Sodium pentachlorophenate |
| 13 | dikushuang | 33 | Calcium phosphide | 53 | Phorate |
| 14 | Fluoroacetamide | 34 | Magnesium phosphide | 54 | Isofenphos-methyl |
| 15 | Gliftor | 35 | Zinc phosphide | 55 | Isocarbophos |
| 16 | Tetramethylenedisulfotetramine (TETS) | 36 | Cadusafos | 56 | Ethoprophos |
| 17 | Sodium fluoroacetate | 37 | Coumaphos | 57 | Omethoate |
| 18 | Silatrane | 38 | Sulfotep | 58 | Carbofuran |
| 19 | Demeton | 39 | Terbufos | 59 | Methomyl |
| 20 | Phosfolan | 40 | Chlorsulfuron | 60 | Aldicarb |
Under Announcement No. 1039, agricultural authorities at all levels are required to strengthen supervision of banned pesticides and take enforcement action against unlawful production, distribution and use under the Food Safety Law, the Agricultural Product Quality and Safety Law, and the Regulations on Pesticide Administration. The announcement does not establish a new transition period.
20 Pesticides Subject to Use Restrictions
The August compilation also identifies 20 pesticides with restrictions on particular crops, application sites or permitted purposes. The table groups pesticides that share the same restrictions.
| Pesticide(s) | Prohibited uses or permitted purposes |
|---|---|
| Acephate, carbosulfan and dimethoate | Prohibited on vegetables, melons and fruits, tea, edible fungi, and Chinese medicinal herbs. |
| Chlorpyrifos and triazophos | Prohibited on vegetables. |
| Daminozide | Prohibited on peanuts. |
| Fenvalerate | Prohibited on tea plants. |
| Fipronil | Prohibited on all crops, except for seed coating of maize and certain other upland crops. |
| Flubendiamide | Prohibited on rice. |
| Methyl bromide | Permitted only for quarantine fumigation. |
| Aluminium phosphide | Permitted only for controlling pests in stored grain; must not be applied directly to crops. |
| Chloropicrin | Permitted only for soil fumigation; must not be applied directly to crops. |
| Clostridium botulinum toxin type C, sodium diphacinone, Clostridium botulinum toxin type D, flocoumafen, warfarin, coumatetralyl, bromadiolone and brodifacoum | Permitted only as rodenticides; must not be applied directly to crops. |
These restrictions distinguish pesticides prohibited from all use from those whose use is limited to specified circumstances. A permitted purpose in the compilation does not replace the conditions on an individual product's approved label.
General Requirements for Pesticide Use
The compilation also reiterates the legal requirements governing agricultural inputs and pesticide application.
Under the Agricultural Product Quality and Safety Law, nationally prohibited agricultural inputs and other toxic or harmful substances must not be used in the production or handling of agricultural products.
Under the Regulations on Pesticide Administration, pesticides must be used within the scope specified on their labels and in accordance with the stated application rates and pre-harvest intervals. Applications outside the approved scope are prohibited.
Pesticides classified as extremely or highly toxic must not be used:
To control public health pests;
In the production of vegetables, melons and fruits, tea, edible fungi, or Chinese medicinal herbs; or
To control diseases or pests of aquatic plants.
These general requirements apply alongside the substance-specific restrictions. A pesticide's absence from the banned-use list does not mean it may be used on any crop or for any purpose. Approved label conditions and applicable regulatory measures must still be followed.
