Shanghai, as a large port in China and an important manufacturing base for the chemical industry, is implementing the digitalization of hazardous chemicals management and supervision to ensure public safety and enterprise compliance. A digital information and supervision platform named Dangerous Goods (Hazardous Chemicals) Road Transportation Whole Process Management System (hereinafter referred to as the System) has already been launched, which enables authorities to easily access updated information and dynamically supervise and individualize responses to practice situations. Given these circumstances, the supervisory authorities issued the Notification to reaffirm legal responsibilities for stakeholders (shipper, carrier, consignee, etc.) and stress relevant provisions based on the following laws and regulations:

- Regulation on the Control over Safety of Hazardous Chemicals
- Measures for the Safety Administration of Road Transport of Dangerous Goods
- Provisions on the Road Transport of Dangerous Goods

- Measures for Safety Management of Hazardous Chemicals in Shanghai
