In June 2026, regulators in the United States, Brazil, Thailand, South Korea, Indonesia, Japan and Australia issued or proposed cosmetic regulatory updates covering OTC sunscreens, ingredient restrictions, safety assessment, halal assurance, recall rules and GMP transparency. Companies exporting cosmetics to these markets should verify whether affected products require formula, label or documentation review.

Key Updates

United States

On June 9, 2026, FDA determined Bemotrizinol to be Generally Recognized as Safe and Effective (GRASE) and included it in the U.S. OTC sunscreen drug monograph framework. Finished sunscreen products must still meet applicable monograph, labeling and claims requirements.

Brazil

On June 15, 2026, ANVISA issued RDC No. 1029/2026 and RDC No. 1030/2026, updating restricted and prohibited cosmetic ingredient lists. The regulations took effect upon publication.

Thailand

Thai FDA opened consultation on six draft ingredient requirements on June 9, 2026, covering proposed additions and revisions to prohibited and restricted substances. Comments close on July 8, 2026. Separately, Thailand issued a finalized amendment on June 12, 2026, adding 24 prohibited substances and revising 3 entries, effective June 13, 2026.

South Korea

On June 10, 2026, MFDS issued the non-mandatory Guideline on Preparation of Cosmetic Safety Assessment Data, supporting Korea's phased mandatory safety assessment system from 2028.

Indonesia, Japan and Australia

Indonesia released draft halal cosmetics guidance and draft recall rules; Japan strengthened safety communication for henna-containing hair cosmetics; Australia's TGA consulted on publishing GMP inspection outcomes.

Impact & Actionable Advice

These updates are market- and product-specific. Companies should:

  • Check formulas against Brazil and Thailand ingredient updates;

  • Monitor Thailand and Indonesia draft measures;

  • Review U.S. OTC sunscreen compliance if using Bemotrizinol;

  • Prepare Korea-oriented safety assessment files in advance;

  • Review Japan allergy warnings for henna-containing hair cosmetics;

  • Assess Indonesia halal assurance and recall procedures where relevant.
