October 16, 2025 – The Commission Implementing Regulation (EU) 2025/2067 was formally published in the Official Journal of the European Union, finalizing the amendment to the REACH Fee Regulation (EC) No 340/2008.
This regulation will enter into force on the 20th day following its publication in the OJ, meaning that administrative fees must be paid according to the latest fee standards starting November 5, 2025. However, revisions concerning the SME verification process will have a transition period and will only apply from February 5, 2027.
This amendment primarily focuses on two core aspects: a structural adjustment of registration fees (a 19.5% increase) and a systematic reform of the verification procedure for Small and Medium-sized Enterprises (SMEs).

Charge Adjustment: Inflation-linked, 19.5% Increase
REACH registration fees will be increased by 19.5% (based on the accumulated inflation rate for 2021-2023), but fees for SMEs remain unchanged. The main adjustments are as follows:

SME Verification Process Reform: From "Post-Review" to "Pre-Certification"
Advance Application: Companies must apply for SME status at least two months before fee-liable submission and provide supporting documents. ECHA will issue decisions within two months.
Three-Year Validity: Once certified, the SME status applies to all relevant EU legislation (e.g., CLP, BPR) and remains valid for three years.
Administrative Fee Waiver: ECHA may charge an administrative fee for the SME verification process. However, it is waived if the SME status is confirmed.

Utilize the Window Period: If you are planning or are in the process of a registration and do not qualify as an SME, try to complete your dossier submission before November 5, 2025, to pay according to the current fee standards and save costs.
SMEs Must Prepare Early: For SMEs, although the fee reduction policy remains unchanged, you should start compiling and preparing documents proving your company size (e.g., financial statements, employee proofs) early to adapt to the new pre-certification rules coming into effect in 2027.
Monitor Official Updates: It is recommended to continuously monitor the ECHA website for subsequent details, such as the list of required documents for SME certification and the specific amount of the administrative fee.
