China MEE Supplements 255 Substances into IECSC

On June 18, 2021, the Chinese Ministry of Ecology and Environment (MEE) published a notice [1], announcing the addition of 255 substances into the Inventory of Existing Chemical Substances (IECSC). These substances were previously registered under the Measures on Environmental Management of New Chemical Substances (SEPA Order No. 17 of 2003) and qualified for listing into the IECSC as existing chemical substances in China. They could be the last batch of substances meeting the listing criteria under SEPA Order No.17 since according to the Article 45 of the revised Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12, effective on January 1, 2021)[2] the new chemical substances that have completed regular notification of environmental management registration in accordance with SEPA Order No.17 while not been listed into the IECSC shall be listed within 6 months after the Measures enters into effect. The substances details can be accessed here[3], including chemical name, CAS No. or Serial number, and molecular formula. The IECSC serves as the basis to judge whether a substance is identified as new chemical subject to registration. Confirmation of whether the substance in your product falls under IECSC is essential before your entering the Chinese market.
