Background
Among Japan’s chemical-related regulations, the two principal laws are the Chemical Substances Control Law (CSCL) and the Industrial Safety and Health Law (ISHL).
The CSCL was enacted in 1973 and is recognized as the world’s first regulation specifically aimed at controlling risks associated with chemical substances. It is jointly administered by the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of the Environment (MOE).
The ISHL, enacted in 1972, is overseen by the Ministry of Health, Labour and Welfare (MHLW).
