Overview
The Jordan Standards and Metrology Organization (JSMO) adopted the standard DJS 990:2024 on December 30, 2024, which officially came into effect on June 1, 2025. This marks a new stage in Jordan's chemical management and further promotes seamless integration with international markets. The new standard deeply integrates the 8th revised edition of the United Nations GHS and the EU CLP Regulation (EC 1272/2008), stipulating specific labeling requirements for chemical substances circulating in Jordan. Referred to as the "Middle Eastern version of the chemical passport", enterprises must promptly upgrade their labeling for compliance, as failure to do so may lead to risks such as customs clearance obstacles and market access bans.
Regulatory Evolution
Based on Article 12 of the Standards and Metrology Law No. 22 of 2000 and its amendment, JSMO has developed the second edition of the Chemical Substance Labeling Standard DJS 990:2024 based on Standard 990 :1994 (First edition: Jordan Technical Regulation 119/2022).
Scope of Applicable Chemicals
All chemical substances and mixtures, except for radioactive substances, veterinary drugs, food or feed, cosmetics and medical devices.

Other Key Considerations
Information on the label must be true, accurate, and not misleading to users, including the name, components, and hazard characteristics of the substance or mixture. The country of production must be indicated (if the product is manufactured in more than one country, all countries must be listed).
The label must be firmly attached to the container and should not easily fall off or fade, even when the container is used or handled in a conventional manner.
Pictograms have a white background with a red border and black graphics, and must be displayed clearly and prominently, with a size of at least 1/15 of the total label area.
If inner packaging and secondary packaging contain multiple containers, labels must be affixed to both the inner packaging and secondary packaging.
With the official implementation of the new regulations on June 1, 2025, Jordan's chemical market will usher in a significant adjustment period, which will have a profound impact on chemical manufacturers, importers and distributors.
