Indonesia Issues Head of BPOM Decree No. 633/2025 on Cosmetic Ingredient Regulations

On 6 January 2026, the Indonesian Food and Drug Authority (BPOM) officially issued Head of BPOM Decree No. 633 of 2025, which stipulates the revocation of Head of BPOM Decree No. 479 of 2023 concerning Amendments to Permitted Cosmetic Ingredients. This revocation was announced through the Official Website of the Directorate of Standardization of Traditional Medicines, Health Supplements, and Cosmetics on 6 January 2026.

This regulatory development is closely linked to the entry into force of BPOM Regulation No. 25 of 2025 on Technical Requirements for Cosmetic Ingredients, which now serves as the single and comprehensive regulatory reference governing cosmetic ingredients in Indonesia.

Regulatory Context

With the enactment of BPOM Regulation No. 25 of 2025, all provisions related to cosmetic ingredients — including permitted, restricted, and prohibited substances — are fully consolidated under this regulation. As a result, previous standalone decisions that regulated cosmetic ingredient amendments are no longer required.

Accordingly, Head of BPOM Decree No. 479 of 2023 has been declared no longer valid and officially revoked.

To formalize this regulatory transition and ensure legal certainty, BPOM subsequently issued Head of BPOM Decree No. 633 of 2025, which serves as the legal basis for the revocation.

Key Compliance Implications for Cosmetic Companies

This update does not introduce new technical requirements for cosmetic ingredients. Instead, it provides regulatory clarification and consolidation by confirming BPOM Regulation No. 25 of 2025 as the sole authoritative reference.
