Proposal COM(2025)531: EU's Digital Labeling Revolution in CLP Regulation

Overview

The European Union enacted Regulation (EU) 2024/2865 on November 20, 2024, introducing a digital labeling system and related requirements. While this regulation adapts to new trade models in the digital age, enhances label transparency and accessibility, and standardizes advertising and distance sales, its high implementation costs and excessive requirements have raised concerns among stakeholders.

In response, the European Commission collected feedback from various parties, discussed and voted on relevant issues, and on July 8, 2025, put forward Proposal COM (2025) 531 to optimize certain requirements and procedures in Regulation (EC) No 1272/2008 regarding the classification, labeling, and packaging of substances and mixtures (CLP Regulation).

Proposal COM(2025)531 proposes the following amendments to the CLP Regulation.

Introducing Digital Contact

The label element changes from providing the supplier’s telephone number to providing the supplier’s digital contact. “Digital contact” means any up-to-date and accessible online communication channel through which a supplier can be reached or engaged without the need to register or to download an application.

Optimize Label Format and Exemption Rules for Small Packaging Labels

Abolish the previous mandatory regulations on font size, line spacing, and other format provisions, and only require that the label information be clear and legible. Supplementary information (such as contact information of additional suppliers) is allowed to be provided only through digital labels, reducing the space pressure on physical labels and facilitating information updates. For containers under 10 mL, enterprises do not need to prove that "due to size or shape, they cannot meet the requirements for complete labels" to simplify label information. Clarify the scope of application of label exemptions for 10 mL packaging, especially for low-hazard substances.

Adjust Time Limit for Label Updates

Delete the fixed 6-month period for label updates and instead require enterprises to update labels in a timely manner after obtaining new classification/labeling data, to adapt to the complexity of the supply chain and the actual situation of long production cycles for fold-out labels.

Simplifying Advertising and Distance Selling Rules

Narrow the scope of application of advertising and distance selling rules, which only apply to chemicals intended for the general public. B2B transactions (between enterprises) are exempt from the requirement for hazard information in advertising, as the REACH regulation already covers information transmission in the professional supply chain.

Simplify advertising content to only need to include the prompt "Always read the label and product information before use," and no longer need to repeatedly mark hazard information in the label (such as the hazard pictograms, signal words, etc.).

Exempt Some Label Elements for Fuel Pumps

Fuel pumps do not need to be marked with "nominal quantity" and "Unique Formula Identifier (UFI)".

Set up Transition Period

The effective time of the revised provisions will be implemented in phases, and some provisions (such as label format adjustments) will be postponed to January 1, 2028. Chemicals already on the market can continue to use the original labels during the transition period.

These revisions aim to balance chemical safety management and enterprise compliance costs, enhance the competitiveness of the EU chemical industry by increasing flexibility, promoting digital tools, and simplifying redundant requirements, while maintaining a high level of protection for human health and the environment. Currently, Proposal COM (2025) 531 will enter the ordinary legislative procedure, and the official publication time of the CLP Regulation amendment cannot be determined. Therefore, enterprises can currently produce labels in accordance with the original regulations while closely tracking the dynamics of the new regulations to facilitate timely compliance with products.
