Colombia's 2024 REACH Registration Deadline Approaches: September 30, 2025

The deadline for the registration of substances imported to or manufactured in Colombia in 2024 is set for September 30, 2025. Businesses operating in Colombia must ensure they submit detailed production and import data for relevant substances during 2024 before this date to comply with regulatory requirements.

What Is Decree 1630/2021?

In November 2021, Colombia implemented Decree 1630/2021, a regulation that obligates manufacturers and importers in Colombia to register industrial hazardous substances and components of mixtures with production or import volumes of ≥100 kg/year. This decree also mandates an annual update of registration information to maintain compliance.

Key Deadlines

  • Registration of substances imported/manufactured during 2021–2023 by May 30, 2025

  • Submission of production and import information for 2024 by September 30, 2025

CBI Protection

To protect confidential business information (CBI), such as CAS Numbers, overseas manufacturers can appoint a Colombian Foreign Representative (REE) to handle the registration process securely.

Which Substances Must Be Registered?

Substances or components of mixtures that meet the following criteria must be registered by September 30, 2025:

  • Classified as hazardous under Colombian GHS framework

  • Have production or import volumes of ≥100 kg/year

  • Intended for industrial use

  • Involved in production or import activities in Colombia during 2024

Exemptions from the Registration

Certain substances are exempt from the registration requirements. These include 13 specific categories:

  • Substances already regulated under other laws, such as pharmaceuticals and cosmetics

  • UVCB substances (Unknown or Variable composition, Complex reaction products, or Biological materials)

  • Articles and impurities

  • Substances of natural origin that are not chemically modified

  • Substances generated due to environmental exposure (e.g., air, humidity, sunlight, microorganisms)

  • By-products and substances not intended for production, import, or sale

  • Hydrates

  • Polymers, including monomers and additives

  • Customs-regulated substances

  • Non-isolated intermediates

  • Substances with no commercial value.

What Information Must Be Registered?

Manufacturers and importers must submit the following details via the official platform:

  1. Identity information of the manufacturer, importer, or REE

  2. Total quantity of substances produced or imported in 2024

  3. Hazard classification

  4. Intended use
