SFDA Simplifies Modification Application of Cosmetic Administrative Licensing

SFDA consults on a draft notice of further simplifying modification of companies’ names or addresses on the condition that the production site does not been changed.     20 August 2012   According to the notice, cosmetic manufacturers that already obtain the hygiene license or record keeping certificate from SFDA, are allowed to apply for one-time modification of names, addresses, responsible agents in China together with product information that is under processing. Documents that have been submitted before need not submitting repeatedly.

China Plans on New GHS Standards by 2014

China releases plan to formulate and revise a bunch of national standards: GB 13690 to be revised again and the first GB standard on GHS classification for chemical hazard to the ozone layer is officially put on the agenda   20 August 2012   China is beginning from 2012 the formulation and revision of two compulsory national standards (so called GB standards) regarding China GHS classification, according to a recent ministerial notice issued from China’s Standardization Administration (SAC) on August the 13th. The two GBs will go together with in all over two thousand compulsory (1,124) and recommended (1,052) national standards which SAC has determined to lay down by 2014 as a first group of its 2012 national standard plan.

China to Raise Access Threshold for Pharmaceutical Excipients

China published regulations on pharmaceutical excipients supervision to realize full supervision of the pharmaceutical production and supply chain since 1 February 2013.   On 2 August 2012, China's State Food and Drug Administration (SFDA) issued the Regulation on Strengthening Pharmaceutical Excipients Supervision in a press conference (hereinafter referred to as the “Regulation”), which will come into effect since 1 February 2013. Under the Regulation, the respective duties and obligations of pharmaceutical manufacturers and excipient manufacturers are specified accordingly. The pharmaceutical manufacturers will take the primary responsibility for illegal use of excipients in producing drugs and should assure the quality of excipients purchased from their excipient suppliers. So pharmaceutical manufacturers are required to fortify the quality management system and sign quality agreement with the main suppliers in the Regulation. The pharmaceutical excipient manufacturers should strictly comply with the Good Manufacturing Practice (GMP) for Pharmaceutical Excipients in the process of production, while which being effective since 2006 is only taken as a voluntary standard before the issue of the Regulation.

News WEEE Funds Launched for Producers and Importers

China is implementing new state fund on WEEE disposal treatment over domestic electrical and electronic producers and importers; qualified companies will enjoy a national allowance for their WEEE disposal treatment.   9 August, 2012   China is implementing from July 2012 a new state fund on the disposal treatment of waste electrical and electronic equipment (WEEE) products, according to a joint notice published by five Chinese departments in the middle May of 2012. Domestic producers and import consignees of six groups of products - TV sets, refrigerators, washing machines, air-conditioners and computers - now face a WEEE fund ranging from ¥7 to ¥13 per machine or part units. Also, companies that have been certified for the disposal treatment of WEEE products will enjoy a national allowance for their WEEE disposal treatment.
