China Proposes Adding 5 Chemicals to Catalog of Hazardous Chemicals

News Brief

On January 21, 2026, the Department of Hazardous Chemicals Safety Supervision and Management II of the Ministry of Emergency Management (MEM) released a notice to publicly solicit opinions on the Announcement on the Inclusion of 5 Chemicals Including 3-Chloropropyne into the ‘Catalog of Hazardous Chemicals’ (Draft for Comments)

The proposed addition of these 5 chemicals aims to further strengthen the safety risk control of hazardous chemicals across the entire supply chain and fill existing regulatory gaps. The public can submit feedback and suggestions through designated channels. The deadline for comments is February 21, 2026.

Why These Chemicals Are Being Proposed for Inclusion?

With the rapid development of the chemical industry, certain chemicals with high physical hazards or toxicities have revealed safety risks during production, storage, transportation, and usage. In accordance with the provisions of the Regulations on the Safe Management of Hazardous Chemicals, the Ministry of Emergency Management intends to work with relevant departments to make dynamic adjustments to the Catalog of Hazardous Chemicals (hereinafter referred to as the “Catalog”).

The core content of this adjustment is the official inclusion of 5 chemicals, including 3-Chloropropyne, into the Catalog. These substances belong to fine chemicals and are widely used in the synthesis of pharmaceutical intermediates and as reagents in organic chemical reactions. Once listed, they will be legally defined as “Hazardous Chemicals,” and their entire lifecycle will be subject to strict supervision under national mandatory regulations.

Compliance Recommendations for Companies

In response to this Draft for Comments, REACH24H Consulting Group suggests that relevant enterprises take the following measures:

  • Immediate Self-Inspection: Check the list of raw materials and products produced, operated, or used by the enterprise to confirm whether they involve the 5 chemicals such as “3-Chloropropyne”.

  • Compliance Assessment: Once a product is listed in the Catalog, the enterprise enters a high-intensity regulatory mode of “licensing before operation.” If enterprises deal with relevant substances, they should benchmark against hazardous chemical management requirements in advance and assess the suitability of existing facilities, equipment, and safety management systems.

Conclusion

The proposal to include these 5 chemicals, such as 3-Chloropropyne, in the Catalog of Hazardous Chemicals sends a clear signal that the state is continuously tightening emergency management and safety supervision of hazardous chemicals.

REACH24H advises relevant enterprises to closely monitor the release of the official announcement. The policy document is expected to be issued shortly after the consultation period ends. Enterprises can use this time to deploy compliance preparations in advance and actively respond to the upcoming regulatory upgrades.
